An MCST repaint isn't just a paint job — it's a 4–12 week operation with hundreds of stakeholders. Residents, the MA, the council, MOM, possibly BCA. Shieldguard delivers MCST tenders as a single integrated package: prep, repair, waterproofing where needed, paint and reporting — under one PM with weekly written updates.
Why MCST councils choose us.
- Single-contract delivery. Painting plus crack repair plus parapet waterproofing plus metalwork — under one warranty, no inter-trade disputes.
- Tender-grade documentation. Itemised BOQ, method statement, programme, system data sheets, insurance certificates and references — delivered ready to circulate to the council.
- Compliance covered. MOM work-at-height submissions, BCA notifications where applicable, and our bizSAFE certification.
- Resident communication. Pre-works notice templates, weekly progress newsletters, and a dedicated WhatsApp number for resident queries during the works.
- Weather-windowed programme. Built-in monsoon contingency days so the contract date doesn't slip if Singapore gets a wet fortnight.
Council pre-tender support. If you're scoping a future condo repaint, we can run a free pre-tender survey: defect mapping, photographic record, indicative budget banding. Useful for council circulars and AGM resolutions even before you go to tender.
Standard scope — full-block condo repaint.
Condo repainting is typically scheduled every 5–7 years by the MCST council. A full building repainting scope covers every external elevation, common-area corridor, stairwell, lift lobby and car park — plus metalwork, signage and ancillary structures. Facade painting for high-rise blocks is delivered by gondola or rope access; low-rise blocks use scaffold. We provide a tender-ready package that includes the programme, method statement, paint system specification, MOM and BCA submissions and a resident communication plan — everything the managing agent needs to take to council for approval. As a specialist condo painting contractor in Singapore, we cover every common area — from stairwell painting and lift lobby painting to car park walls, refuse rooms and guard house.
For condominiums with a condo exterior repaint cycle due, we provide a free pre-tender defect survey that covers every elevation, common area and ancillary structure. The survey output includes a photographic record, a defect map, indicative budget banding and a recommended scope — ready for the council circular.
- Pre-works defect survey and photo record (every elevation).
- Resident notice circulated, work-at-height submissions filed.
- Access mobilisation — scaffold for low blocks, gondola for high-rise.
- Pressure-wash all elevations.
- Crack treatment, hollow-render repair, sealant re-bead at windows and AC sleeves.
- Anti-fungal/anti-algae wash.
- Primer matched to substrate.
- Two coats of weathershield top coat.
- Metalwork — railings, grilles, sky bridges — zinc-rich primer + PU topcoat.
- Common areas — lift lobbies, staircases, basement carparks — interior emulsion or epoxy as required.
- Snag walk with managing agent.
- Handover with photo report, warranty certificate and as-built colour record.
Access methods.
Scaffold
For low-rise blocks up to 5 storeys. Safest for heavy prep scopes; faster on tall narrow elevations.
Gondola (suspended platform)
Gondola painting is our standard access method for high-rise blocks above 8 storeys with suitable parapet anchors. Cost-efficient for tall flat façades. Fully MOM-compliant with anchor certification.
Rope access (IRATA)
For spot repairs, façade returns and elevations where neither scaffold nor gondola can reach. See rope access painting.
Mast climbers
Specified on heavily-glazed elevations where speed and clean access matter.
Typical programme.
Submissions & resident communication.
- MOM — work-at-height permits, gondola registration where applicable, lifting plans.
- BCA — notifications for envelope works on buildings within the scope of the Periodic Façade Inspection regime.
- Council pack — weekly photo log, programme update, snag tracker.
- Residents — pre-works circular, weekly progress note, dedicated WhatsApp line.
